                                               AKSARAY UNIVERSITY OPEN ACCESS DIRECTIVE


Goal

Article 1- (1) This Directive sets out the principles and procedures for archiving and presenting scientific studies at Aksaray University to the scientific world by archiving in the Open Access System of Aksaray University. The objectives of the Directive are defined as follows.


a) Ensuring the long-term compilation and preservation of academic studies established within Aksaray University,

b) Ensuring that the academic studies produced within the body of Aksaray University reach to the masses with open access,

c) Establishing the Aksaray University Institutional Archive and determining the Open Access Strategy.


Scope


Article 2- (1) Covers all academic studies carried out by ASU members directly or indirectly supported by Aksaray University. The works carried out by the members of Aksaray University outside of Aksaray University can be kept in this archive in accordance with their wishes.

The content of Aksaray University Open Access System consists of the following materials.

a) Articles published in scientific journals,

b) Articles in publication phase,

c) Master's and PhD theses,

d) Proceedings and presentations,

e) Seminar texts,

f) Technical notes,

g) Project works,

h) Books,

i) Chapters in the book,

j) Award winning works,

k) Patent documents,

l) Reports,

m) Open course materials,

n) Poster, video recording and so on.

Article 3- (1) This directive has been prepared on the basis of Articles 4 / c and 42 / d of Higher Education Law No. 2547.


Definitions

Article 4- (1) In this directive;

a) Aksaray University Member: Refers to the academicians, staff and students of Aksaray University.

b) Open Access: It means digital access of academic study carried out by Aksaray University member without technical barriers and legal obstacles. These studies; It includes articles, theses, manuscripts, project outputs, posters and open course materials that have been awarded the right to be published in an academic journal through peer review.

c) Academic Studies: It refers to all the studies that have emerged as a result of the researches of Aksaray University members.

d) Publication Storage: It means that one copy of academic studies is stored in Aksaray University Corporate and Open Access Archive provided that it is not later than the publication date.

e) Personal Archiving: It refers to the process by which an academic member of Aksaray University stores his / her intellectual contribution and his / her work in the Aksaray University Corporate and Open Access Archive.

f) Copyright: The legal rights granted to the products of the person with all kinds of intellectual labor.

g) Embargo: It means that the results of the research are closed for up to 12 months.

Authorities and Responsibilities in Open Access System

Article 5- (1) Members of Aksaray University may leave the copyrights of their publications or offer licenses to publishers with the widest access rights to their publications.

(2) In accordance with the conditions permitted by the publisher, the members of the University of Aksaray make the pre-print, final print or full text of the publisher version accessible through the Aksaray University Open Access System. The archiving of publications in the Aksaray University Open Access System does not in any way limit the authors' choice of publisher and publication medium.

(3) The refereed version of the scientific studies accepted by the members of Aksaray University shall be archived in Aksaray University Open Access System within one month at the latest, provided that it is not later than the publication date. However, the works that are considered to be patent applications are archived on the same date as the patent publication after the application is realized.

(4) The archiving of the publications in the OpenAccess System is done by the author of the publication.

(5) The works of the members of the University of Aksaray in cooperation with more than one author from more than one institution are archived in the Aksaray University Open Access System.

(6) In multi-author studies conducted by more than one member of Aksaray University, the responsibility of archiving the resource belongs to the editor.

(7) Theses of master and doctorate students of Aksaray University are accepted and archived in Aksaray University Open Access system within one month at the latest. However, the works that are considered to be patent applications are stored on the same date as the patent publication after the application is realized.

(8) Members of Aksaray University approve the latest versions of their academic studies to be archived in the Aksaray University Open Access System unless they are limited or completely blocked by embargo and similar conditions.

Open Access / Open Access at the end of the Embargo Period


Article 6- (1) Aksaray University supports its members who wish to publish their research with the “open access” option. When the author's agreements with publishers and personal archiving options are considered, access to the works will be examined under two headings as Er Public Access ”and Açık Open Access at the End of the Embargo Period”. The embargo period shall not exceed 12 (twelve) months.

Department of Library and Documentation

Article 7- (1) Library and Documentation Department is responsible for the operation of Aksaray University Open Access System.

(2) The Department of Library and Documentation prepares information guides and makes necessary publicity and information activities in order to inform Aksaray University members about the Open Access System of Aksaray University.

(3) The Library and Documentation Department checks the metadata of the scientific studies transferred by Aksaray University members to the Aksaray University Open Access System according to the Open Archives Initiative Metadata Blending Protocol standards. Works with the members of Aksaray University for correction when necessary.

(4) The agreement and cooperation with other universities and institutions regarding the Open Access System work is carried out by the Library and Documentation Department.

Institute Directorates and Departments

Article 8- (1) In order to store and present the graduate theses in the open access system of Aksaray University during the submission of the thesis, the Institute Directorates sign a consent form and receive the printed and electronic copies of the thesis. The Directorates of the Institute send the signed and printed copies of the thesis to the Library within two weeks at the latest.

Computer Center

Article 9- (1) Department of Data Processing Aksaray University Open Access System carries out the processes of installation, updating, backing up, preserving and preserving the long-term, ensuring security and transferring data in open access standards to the National Academic Archive System.

Right to Publish and Use

Article 10- (1) The right to publish and use information resources in the Aksaray University Open Access System shall be exercised under the following conditions:

a) Free access to the full texts of the work in the Aksaray University Open Access System is subject to the author's decision and the copyright status of the publication.

b) The works published or decided to be published in any journal may be archived in the Open Access System of Aksaray University in accordance with the copyright, except for the format in the journal.

c) Publications with copyright in third parties or institutions are archived in Aksaray University Open Access System according to the copyright conditions.

d) When the sources of information contained in the Aksaray University Open Access System are used, it is necessary and obligatory for scientific ethics to be cited by the user.

Open Access System Advisory Board

Article 11- (1) The Advisory Board of Aksaray University Open Archive System consists of the following members:

- Vice Rector for Library and Documentation

- BAP Coordinator

- Director of Graduate School of Natural and Applied Sciences

- Director of Institute of Social Sciences

- Director of Institute of Health Sciences

- Head of Library and Documentation Department

- Head of IT Department.

(2) The Open Access System Advisory Board shall be obliged to carry out the evaluation of the Open Access System practices and policy each year. The Board will be responsible for revising or changing the policy if deemed necessary. Suggestions and opinions will be submitted to the Rectorate of Aksaray University.

Force

Article 12- (1) This Directive shall enter into force on the date of adoption by the Senate of Aksaray University.


Executive


Article 13- (1) The provisions of this Directive are executed by the Rector of Aksaray University.
