Open Access Policy

POLICY TITLE:

Open access, institutional archiving and digital protection for academic studies at Aksaray University

CONTEXT:

 

Aksaray University, which was established in 2006, aims to reach, produce and apply knowledge for the social, cultural, economic, scientific and technological development of our nation and humanity by conducting scientific research and community services activities at universal standards and to train individuals equipped with this knowledge. As a state university, AksarayUniversity is committed to national and international efforts to become an Information Society; aims to contribute by educating researchers at creative and entrepreneurial level, principled, free, conscious and actively involved in the production of national technology at undergraduate and graduate levels.

Information Society, which expresses economic transformation / evolution in general, consists of the dynamics of information and communication technologies. These dynamics are the outputs of organized scientific knowledge. The production and dissemination of scientific knowledge is, of course, directly proportional to access to scientific knowledge. Problems in access to scientific knowledge, technical barriers, paid access, limited access will directly affect the production cycle, quality and quantity of scientific knowledge. Access to scientific knowledge without technical barriers and legal barriers is an inevitable necessity of becoming an Information Society.

Turkey's scientific, technological and economic development, information and bağlıdır.misyo making use of communications technology and the effectiveness in the production of these technologies and the vision of the Information Society Aksaray University, which forms the framework, to sharing open access to academic work, increasing the visibility of these efforts and recognition, mission and and will contribute to the scientific, technological and economic development of our country. For this reason, Aksaray University has decided to establish an open access mechanism and an open access archive to serve the academic studies of its members with the whole world. Aksaray University Library and Documentation Department's institutional open archive; will play a strategic role in preparing the technical infrastructure, entering the data into the system and establishing the necessary coordination.

OBJECTIVES OF POLICY:

1) Ensuring the long-term compilation and preservation of academic studies established within Aksaray University,

2) Ensuring that the academic studies produced within the body of Aksaray University reach to the masses with open access,

3) Establishing the Aksaray University Institutional Archive and determining the open access strategy.

SCOPE:

According to the first article of the policy objectives; This policy covers all academic studies carried out by ASU members directly or indirectly supported by Aksaray University. The works carried out by ASU members outside Aksaray University can be kept in this archive according to their wishes.

According to the second article of the policy objectives; This course covers the preparation of an infrastructure for open access and the publication of scientific articles, papers, project reports, course materials, dissertations, posters, etc. of the members of Aksaray University to the ASU Corporate and Open Archive and presenting these resources to all stakeholders with respect to copyright.

If the academic work of an ASU member is previously stored in a different open access archive, it does not need to be stored again in the ASInstitutional and Open Access Archive. However, if the university member chooses and requests, the study is added to ASU Corporate and Open Access Archive.

According to the third article of the policy objectives; The Department of Library and Documentation provides the coordination and strategy for the establishment of the ASU Corporate and Open Access Archive.

DEFINITIONS:

Aksaray University Member: Refers to the academicians, staff and students of Aksaray University.

Open Access: It means digital access of academic study carried out by ASU member without technical barriers and legal obstacles. These studies; It includes articles, theses, manuscripts, project outputs, posters and open course materials that have been awarded the right to be published in an academic journal through peer review.

Academic Studies: It refers to all the studies that have emerged as a result of the researches of ASU members.

Publication Storage: It means that one copy of academic studies is stored in ASÜ Corporate and Open Access Archive provided that it is not later than the publication date.

Personal Archiving: It refers to the process by which an ASU member stores his / her academic work and his / her intellectual contribution in the ASU Corporate and Open Access Archive.

Copyright: Rights that are legally granted on products created by the person with all kinds of intellectual labor.

 

PRINCIPLES:

ASU Members accept the following conditions for the long-term compilation and preservation of their academic studies: The latest versions of all academic studies of ASU member are stored in ASU Corporate and Open Archive. Embargo and so on. Some individual studies that are limited or completely blocked by circumstances are outside this principle.

 ASU Library and Documentation Department works with ASU members and ensures coordination.

 Every member of ASU shall submit a digital copy of his / her article which has been approved for publication in an academic journal in the ASU Corporate and Open Archive Archive, not later than the date of publication.

 Considering the author's agreements with publishers and personal archiving options, access to the works will be examined under two headings.

 Public Access

 Open Access at the end of the embargo period (The embargo period shall not exceed 12 (twelve) months.)

 Licensing: Every ASU member agrees that his / her academic and intellectual contribution will be stored in the ASU Corporate and Open Archive Archive publicly and in accordance with the principles of open distribution and protection. Within the framework of legal requirements, each ASU member approves the storage of his / her academic studies in the ASU Corporate and Open Archive with a license agreement that is valid all over the world in a manner that does not violate the terms of the agreement with the publishers. The approval of this policy shall be followed by the rector or a designated representative.


Responsibility for Storage in Multi-Author Works: ASU members can store the works prepared by more than one author from more than one institution in ASU Corporate and Open Archive. In studies prepared by more than one ASU member, the author stores the work.

In order to implement this policy effectively;

 

ASU Rectorate is responsible for the implementation of this policy. At the same time, ASU Rectorate will assume the role of executive in solving potential problems and strategic changes in policy.
